Free Boiler Grant for Low-Income Households

The Energy Company Obligation (ECO4) scheme is perhaps the best chance for low-income families to have their heating system improved without cost, addressing  vulnerable and poor families who are having a hard time because of high energy bills and inefficient heating systems. Under the ECO4 scheme, eligible low-income households can receive full grants for boiler replacements with funding of more than £15,000, resulting in annual energy bill savings of £600+. The free boiler scheme has already helped fund heating upgrades in more than 2.5 million homes and you can be next!

All our installations are carried out by Gas Safe registered installers who ensure that all work meets contemporary building regulations and safety standards. Applicants also typically get free complementary measures such as loft insulation, cavity wall insulation, or draught-proofing to gain the maximum possible efficiency savings from the new heating system.

We at ECO Boiler Grants try to make sure that the process is as simple and convenient so that you can enjoy a new heating system in the shortest span of time without any complications. We are well experienced with all ECO4 application complexities, helping support you through the process while securing you with the highest amount of funding available to you.

What people say

Frequently Asked Questions

Who qualifies for a free boiler grant?
You can apply if you are a homeowner, with a household member on qualifying government benefits or if you meet certain income thresholds. Your home must have an Energy Performance Certificate (EPC) rating of D, E, F, or G, indicating poor energy efficiency. Your existing boiler must also be old, non-condensing, or inefficient. The scheme prioritizes vulnerable households, including those with children, older citizens, and individuals suffering from medical conditions that make them susceptible to cold homes. Eligible properties in the ECO4 Flex scheme whose yearly income is below £31,000 may also be covered even if they do not receive benefits, as long as they meet other qualifying criteria and are referred by their local council.
How do I Apply For a Free Boiler Grant?
We have made sure that applying for a free boiler grant under the ECO4 scheme is a straightforward process designed to be as hassle-free as possible for qualifying families. Begin by checking whether you qualify by using an our free 1-minute eligibility checker by clicking on the ‘Apply Button’. Once your initial eligibility is confirmed, an ECO4-approved surveyor will then arrange a free, no-obligation home survey to assess your property’s suitability and confirm your eligibility. At this visit, an experienced surveyor will evaluate your current boiler setup, home insulation, and overall energy efficiency requirements.
What benefits qualify for a new boiler?

There are numerous government benefits that can make you eligible for a new boiler under the ECO4 scheme, reflecting the programme’s goal of assisting disadvantaged and lower-income groups. Key qualifying benefits are

  • Income-based Jobseekers Allowance (JSA)
  • Employment & Support Allowance (ESA)
  • Income Support (IS)
  • Pension Credit Guarantee and Pension Credit Savings
  • Working Tax Credit (WTC) and Child Tax Credits (CTC)
  • Universal Credit (UC)
  • Housing Benefit

Observe that some of the past qualifying benefits like Personal Independence Payment (PIP) and Disability Living Allowance (DLA) do no longer automatically qualify under ECO4, even though their recipients may still qualify under the ECO4 Flex scheme if they meet the income or vulnerability requirements.

Do pensioners qualify for a free boiler?
Yes, pensioners may be eligible for a grant for a free boiler on the ECO4 scheme, and in general, they would be prioritized due to their susceptibility to fuel poverty and illness brought about by cold temperatures. Recipients of Pension Credit (Guarantee Credit or Savings Credit) are automatically qualified for the scheme irrespective of other benefits. Those not receiving Pension Credit may still qualify if they receive other qualifying benefits such as Universal Credit, Housing Benefit, or attendance-related benefits. Under the ECO4 Flex scheme, pensioners with household incomes below £31,000 annually may qualify even without claiming benefits, particularly if they have health conditions exacerbated by cold homes. The scheme recognises that pensioners are likely to have outdated heating systems with low energy efficiency ratings. Pensioners with health conditions such as cardiovascular disease, respiratory disease, or mobility issues may also receive priority treatment.
Can you get a boiler grant if you receive PIP?
Unfortunately, Personal Independence Payment (PIP) does not currently qualify as a qualifying benefit under the new ECO4 scheme, a significant change compared to previous ECO schemes. This is due to the fact that PIP is not means-tested and is paid based on how a condition affects daily living or mobility rather than on financial need. PIP claimants are not entirely excluded from boiler grants, though. With the ECO4 Flex scheme, PIP claimants are still eligible if their household income is below £31,000 annually or if they come under vulnerability criteria approved by their local authority. Many of the PIP claimants have conditions that make them vulnerable to cold homes, for example, cardiovascular diseases, breathing problems, or mobility problems, making them eligible through the health and vulnerability route. Those on PIP can be referred by local authorities for funding through ECO4 Flex if they find the household would be helped by greater heating efficiency. Contact us to learn more.
What Are The Income Thresholds?
The ECO4 scheme works with certain income thresholds, usually those under £31,000. Under ECO4 Flex, the normal household income threshold is £31,000 a year before tax. The LA Flex scheme targets homeowners that are not in receipt of qualifying benefits but are being referred by their local authority because they need financial assistance or are vulnerable. Single claimants with a child must earn below £19,800, and couples with a child must earn below £27,500. The limits increase for additional children: single claimants with two children must earn below £24,800, and couples below £32,300. Single claimants must earn below £29,600 and couples below £37,200 for three children. Single claimants with four or more children are eligible at incomes below £34,500 and couples at incomes up to £42,000. Discretion is left to the local authorities for setting their own criteria under ECO4 Flex, so others may use different income levels or consider other aspects such as required expenditure, debt, or personal circumstances.
Can I get a free boiler on Universal Credit?
Yes, you definitely can receive a free boiler on Universal Credit as it is indeed one of the primary qualifying benefits under the ECO4 scheme. Claimants of Universal Credit are in much better circumstances because the benefit has replaced several key benefits and most claimants qualify without additional income conditions. Whether you’re on Universal Credit due to low income, unemployment, sickness, disability, or being a carer, you may apply for a grant to get a boiler if you meet the scheme’s other conditions. The house must have an EPC grade of D, E, F, or G, and your existing boiler must be typically more than 8 years old or inefficient. The amount of your Universal Credit doesn’t affect your entitlement, making this benefit particularly convenient for boiler grants.
Can homeowners get a grant for a new boiler?
Homeowners can certainly get grants for new boilers and are actually the primary target group for most boiler grant schemes like ECO4. Homeownership is typically a prerequisite for boiler grants because owners have the decision-making authority for undertaking permanent changes to their property and will benefit in the long term from increased energy efficiency. Homeowners on qualifying government benefits are entitled to boiler replacement for free under the ECO4 scheme. The grant typically covers the full cost of a new replacement A-rated condensing boiler, installation, removal of old system, and any other enhancements that might be necessary such as advanced heating controls. The home can also get free insulation upgrades if needed to help make it more energy efficient.
Do single parents qualify for a free boiler?
Single parents are well-positioned to qualify for free boiler grants, particularly because they often receive qualifying benefits and face specific financial challenges in maintaining their homes. Single parents receiving Universal Credit, Working Tax Credit, Child Tax Credit, Income Support, or Housing Benefit automatically qualify for the ECO4 scheme, provided their property meets the energy efficiency requirements, being a low EPC rating of D,E,F or G. The program recognizes that single parents are more vulnerable to fuel poverty as they meet household expenses on one income, in addition to dependent children. Child Tax Credit claimants must meet some income tests, and single parents can qualify if they have made less than £19,800 a year for one child, £24,800 for two children, £29,600 for three children, or £34,500 for four or more children. Single parents who are not in receipt of benefits can nevertheless be eligible under ECO4 Flex if there is household income below £31,000 or if they’re regarded as vulnerable by their local authority. The presence of children in the household typically results in single parents being categorized as priority cases, as cold homes directly impact the health and wellbeing of children.
How much does a boiler grant cost?
An ECO4 scheme boiler grant costs absolutely nothing to eligible homeowners! It is free of cost with no up-front payment, hidden charges, or repayment required. The scheme covers the full cost of assessment, supply of new boiler, fitting, removal of the old system, and additional work required, like upgrading heating controls or pipework. This typically costs between £3,000 and £6,000 when paying for a new boiler privately, subject to the type of system being fitted and work complexity required. The ECO4 initiative is being funded by big energy companies, like ECO Boiler Grants, who are obliged by law to contribute towards energy efficiency improvements.
Who qualifies for a boiler grant in 2025?
The main pathway for eligibility is by being a homeowner on qualifying benefits; Your property must have an EPC rating of D, E, F, or G, which indicates poor energy efficiency, and in most cases your existing boiler must be 8 years and over, non-condensing, or inefficient. The ECO4 Flex initiative offers different routes to qualification for households whose incomes are less than £31,000 annually or those with medical conditions that put them at risk from cold homes, even if they do not receive benefits. Vulnerability factors consider cardiovascular disease, respiratory illness, impaired mobility, immunosuppression, or other medical conditions made worse by cold weather. Local authorities have the power to refer eligible households on flexible grounds, having regard to age, disability, debt hardship, or other circumstances affecting capacity to heat the home adequately. Which Properties Don’t Qualify for A Boiler Grant?
Most newly built houses completed after 2005 are not eligible since they are built to modern energy efficiency standards and usually have efficient central heating systems installed as standard, though there are some exceptions in the case of self-build houses where owners built their own properties. Social housing properties have extremely limited eligibility, as housing associations and local authorities are deemed to be responsible for managing their own housing stock, although tenants in social housing with low EPC ratings (E, F, or G) might occasionally be eligible. High EPC rating properties (A, B, or C) are excluded since they already show good energy efficiency and wouldn’t meet the minimum improvement levels needed to qualify for grant funding. Commercial and business premises are not eligible since the scheme is specifically for household heat needs, but in exceptional circumstances, small mixed-use properties may be accepted. Dwellings heated from renewable sources like existing heat pumps or biomass boilers are generally not eligible for normal boiler grants since the scheme would exchange fossil fuel heating for efficient renewable heating systems.
What about grants for oil boilers?
Oil boiler grants have largely been phased out under the current ECO4 scheme as part of the UK government’s initiative to reduce reliance on fossil fuels and achieve net-zero carbon emissions by 2050. Instead of this, already occupied properties being heated by oil are prioritized for renewable heat options such as air source heat pumps with solar panels, which are highly subsidized by the ECO4 scheme. Properties in rural towns that are dependent on heating by oil, particularly those far away from the gas grid, are specifically targeted for those renewable options, which often introduce more sustainable and often cheaper heating solutions. The Boiler Upgrade Scheme also offers grants for heat pump replacement of oil boilers worth up to £7,500.
